Everyone in Britain could be given a personal 'carbon allowance'Everyone in Britain should have an annual carbon ration and be penalised if they use too much fuel, the head of the Environment Agency will say.Lord Smith of Finsbury believes that implementing individual carbon allowances for every person will be the most effective way of meeting the targets for cutting greenhouse gas emissions.It would involve people being issued with a unique number which they would hand over when purchasing products that contribute to their carbon footprint, such as fuel, airline tickets and electricity. Like with a bank account, a statement would be sent out each month to help people keep track of what they are using.If their "carbon account" hits zero, they would have to pay to get more credits.Those who are frugal with their carbon usage will be able to sell their unused credits and make a profit.Lord Smith will call for the scheme to be part of a "Green New Deal" to be introduced within 20 years when he addresses the agency's annual conference on Monday.An Environment Agency spokesman said only those with "extravagant lifestyles" would be affected by the carbon allowances.He said: "A lot of people who cycle will get money back. It will probably only be bankers and those with extravagant lifestyles who would lose out."However, some have criticised the move as "Orwellian" and say it will have a detrimental impact on business.Ruth Lea, an economist from Arbuthnot Banking Group, told the Daily Mail: "This is all about control of the individual and you begin to wonder whether this is what the green agenda has always been about. It's Orwellian. This will be an enormous tax on business."Under the Climate Change Act, Britain is obliged to cut its emissions by 80 per cent on 1990 levels by 2050. Dunno bout climate change hypebut i can smell and taste the pollution in the air in london. Go and stick ur face next to a car exhaust, u dont need the government to tell u its sum nasty toxic sh*t.its common sense - theres a limit to much more sh*t we can bury / chuck in the sea / pump into the atmosphere. How can you think that 6 billion people could not have a massive effect on their environment.Humans have to start living differently unless we want to be living in sum rinsed out wasteland a few hundred years from now.

see thats the thing. it was called global warming.think we didnt see the headlines: "london to be like florida by 2018", "parts of kent to be desert" a few years ago."hottest summers on record", that hasnt happened. and a few years later its gone from global warming to "climate change"!london summer lasts until october??? are we talking london UK or London in Limpopo south africa?first it was the ozone layer being destroyed, then global warming, now climate change. by 2012 it will be Climate irritation or climate shift.of course the weathers will change from decade to decade, and the polar caps are melting.. but there are many reasons for this.the people hellbent on climate change policies, are not open to much debate about the issue.Gordon brown talks about those opposing being "flat earth" naysayers, well..it was only europeans who assumed the earth was flat not the older civilisationsits not like its snowing in dubai, and summer in siberia. so lets get all the facts on the table and not be rushed into signing stuff that hurts developing countries more thanthose who have already caused 95% of the current damage.
I do remember those headlines. I definitely don't remember dates being put on them but that's irrelevant as predictions aren't exact science so the dates mean jack.Yes Carpe, summer lasted a long time. When people were going "Ah man, it's hot again this weekend! That's sick!" That was supposed to be autumn! Now, when it's pissing down with rain in December and there's no chance of their being a white Christmas, this is supposed to be winter. In February, winter is supposed to be coming to a close. Instead it'll probably be the coldest part of the year and it snowed last year (and the year before I think). These are changes. The weather will change from decade to decade? The seasons have been the way we remember them for more than a decade or so. Yet in the last few years everything seems to be changing.I'm not saying I believe in climate change and you should too (although I probably do)... I'm saying that SOMETHING is happening. Is it that big a deal to drive a little less and turn off unused appliances? So they use it to control us, what government doesn't!? My only issue with Brown is that he was elected to his position. The rest is just nitpicking because we're gonna get this sh*t no matter who is in and no matter what we do. Unless there's a revolution. Till then. Don't call me.Note: This is to Carpe. Furthermore, fewer than one in four voters (23 per cent) believed that climate change was "the most serious problem faced by man" – a view endorsed by governments across the world.A clear majority (58 per cent) said it was merely "one of a number of serious problems" while 17 per cent believed it has been exaggerated and is "not a very serious problem."The survey follows the recent raising of tensions between proponents of man-made climate change, which is the prevailing scientific view, and those who take a more sceptical stance. The IPCC has said it will launch an investigation after the online publication of emails and other material stolen from the University of East Anglia's Climatic Research Unit (CRU) in the so-called "climategate" affair.
