Transferring iTunes from PC to PC

I'm getting a new laptop but my iPod Touch and iPhone are both synced with the iTunes on this laptop. Including songs and apps.

Is there a way of transferring it over to my new laptop so that when I plug in my iPod and iPhone it doesnt recognise it as a new phone and everything will just be the same..

Copy the DB over from docs and settings\music\itunes
