Xcode or Adobe Flash for Iphone apps or Jcreator with the Android SDK for Android apps.

If your not clued up on programming then I'd start with any Java for beginners book or you could download Stanford's free iPhone course. Once you know one language, its easier to learn another.

Android apps have a bit of XML in it which is pretty easy to master.
