No, i'm saving up my EMA to buy one in September 2013, i want to know about the built in security features because i'm a victim and i may get robbed after purchasing one and trying to make my way home.

The imei can be blocked like phones but outside the UK it is fine. If find my iPad has been set up it will work as long as the iPad is still turned on, so to make it useless turn it off, or just force it into recovery mode and restore to factory settings. You can do it in any Apple store.

Yes they can block it. All it will do is turn a Wifi +4g model into a Wifi only model.
