rules on / editing of topic titles

Been an issue thats annoyed me for a while, thought I'd bring it up after Kerser's thread earlier.

Can we start using topic titles that describe the topic rather than random sequences of letters? Titles such as "oh they mad" are very unhelpful, and the title "English 16 year old to marry holiday romance in Turkey" would help potential readers know if they wish to open that topic or not.

I think mods should exercise their freedom to edit topic titles more often to this effect, and OPs could title their threads correctly.
