A lot of the 90's beats were simple as they were just looped samples. Unless were going back further to something baaaaasic like impeach the president.

 

Snoop is the OG of rhyming on simple beats as well

I don't really know anyone who sounds good when the beat overpowers their voice.

I think its more about who can perform well where the beat isn't driving the track and are at their best in such situations.

 

I'll give you The Corner, but whether that's him at his best, I'm not sure.

 

Missy Elliott's not bad at it either, but probably not at her best

 

Not sure if such hard hitting track can pass as minimalist but hey
