1) Russia is generally not considered as part of the "West" in political terms

 

2) Nobody likes Putin so few are prepared to do favours for him, diplomatically (see heavy sanctions by the US)

 

So Putin being more powerful may be true, but only in Russia.

Obama is controlled by other people, as you already know. Putin answers to far less people than Obama does. Internationally you could argue that Obama is more powerful but that's debatable. Putin controls huge amounts of territory in places that people in the west barely realize exist. Most of the former USSR is still in some form of relationship with Russia

But if we're talking strictly about the west then that's irrelevant
