Blatter Still Forging Ahead With Foreign Player RuleBlatter calls for foreign limitFifa president Sepp Blatter is hopeful that the 'six-plus-five' rule will be in place by the start of the 2012/13 season.Blatter believes the number of foreign players in a starting line-up should be limited to five and has been discussing the idea at Fifa's annual congress in Sydney.He is optimistic that by 2010/11 a quota of four homegrown players to seven foreigners will be brought in, rising to six plus five two years later.There has also been opposition from leading clubs with large numbers of foreign-born players in their ranks and those who want free-market rules to apply to football.However, Blatter claims the plan has the backing of key European delegates and has pointed to the Premier League's dominance in the UEFA Champions League as an example of why such a rule needs to be introduced.Stressing that Fifa would proceed 'within the limits of the law', Blatter said: "It's to make sure that there is better balance in the competitions and not only three or four teams in a league of 18 or 20 are fighting to be the champion and all the others are just there to not be relegated."As (Newcastle manager) Kevin Keegan recently said: 'I can only start my season to fight to be fifth or sixth or seventh. It is impossible for me to go into the final four'."At the end of the Champions League in Europe you have in the quarter-finals four teams of the same association; in the semi-finals three of these teams."We want to bring some remedies and this is the six-plus-five rule's objective."ConvincedBlatter is confident the proposal will be accepted when the congress votes on it later this week."The executive committee unanimously supported the proposed resolution concerning the six-plus-five rule," he said."We've had confirmation by all the confederations, including Europe, that everybody favours the objectives of the six-plus-five."I'm convinced, now the confederations are in favour of such a proposed solution, it is a possibility."But we should do it not (with) confrontation but in discussions to try and find a solution."We would start, step by step, with four plus seven in 2010 and then 2011 five (plus six), then 2012 six (plus five)."Blatter added: "We've just seen Manchester United's starting XI in Moscow with six players eligible for the English team on the pitch."And they won. Not bad."

If certain clubs didn't take the piss by bringing loadssssssss of foreign players who were all between the ages of 11-15 we wouldn't be in this position.It's a piss take on one hand but on the other it would benefit countries such as England who find it hard cultivate their young players in the biggest clubs in the league.But imposing limits on starting line-ups isn't the right way to go about it imo, maybe a squad limit would work best, but i get where he's coming from.

will make football even more uneven and can you imagine what clubs coulddemand for good english players if this ule came in? The big 4 would draw even further away as they'd buy all the best young english players and still buy all th best foreign players.

An English team should really field at least one english player a game but this new rule being brought in wont change a thing. Like whowantswhat said the top 4 will still have the money advantage over other clubs.Instead of making it a choice Blatter is trying to force clubs to buy homegrown but what will it change? England have one of the best international teams in the world, they have strength in depth in most positions and are scattered with huge names, its not the clubs fault that they cant perform.How will this benefit the game?

Homegrown doesnt mean English tho. Like Wenger said it would only change one thing, they would grab foreign players younger...Plus if the rule was to happen, the top 4 would argue & insist that the academy system HAS to change, which long term would DEFINITELY create a monolopy for them.

TBH even as an arsenal fan I would welcome this to benefit england.Maybe the game might change a little aswell.Italy has something similar in place and look at them.

The European Union has stated that Fifa's plans to implement the 'six-plus-five' rule are illegal under EU rules. On Tuesday, Fifa president Sepp Blatter expressed his hope that the 'six-plus-five' rule will be in place by 2012/13, whereby the number of foreign players in a starting line-up would be limited to five. However, the European Union has formally backed Uefa's 'homegrown players rule' in a bid to avert Fifa's proposal. Uefa's 'homegrown players' rule favours setting a quota of players, of any nationality, on the roster who have been with the club for at least three years between the ages of 15 and 21. Non-English playersVladimir Spidla, the EU's commissioner in charge of employment issues, said Blatter's plans to limit foreign players in domestic leagues are 'incompatible with EU law'. Uefa director of communications William Gaillard has argued in favour of the 'homegrown players' rule despite the plans outlining that it does not necessarily have to be English players that are trained in academies. He told Sky Sports News: "What was agreed between Fifa and Uefa is that the objectives of the 'six-plus-five' rule would be pursued within the limits of the law. "The congress of Fifa will not vote on the rule they will vote on the objectives. The 'homegrown players rule' actually achieves, in great part, the objectives that the 'six-plus-five' rule is supposed to foster. Benefits"In particular, the protection of club academies, national teams and youth. It has been clearly sated that the 'six-plus-five' rule is illegal under European law. "The 'homegrown players rule' has been endorsed today by the European commission after being endorsed twice by the European parliament. "The 'homegrown players' rule would protect English football and Premier League from nationality inequality. The local communities will also benefit from this rule."

6 english players in your starting xi is absolutely ridiculous.we cant even guarentee that, and we're one of the most english teams in the league.if its brought in, it should be the same rule for every league, and with the new 7 subs rule in england it should be 6 domestic players in your match day squad.

So a man can't play because of his nationality?Racism anyone?How about the same going for coaches/managers? Work is work. Footballers do this for a living, so telling a man he cannot work because of his nationality is simply wrong.The Prem will be waste. The England team IS NOT as good as everyone thinks, learn to accept this. In terms of who I care about:Arsenal, then England. I really couldn't care less for all this home grown crap. If you're good enough, you'll play.Rooney was good enough @ Everton, and played. Giggs, Scholes, Beckham etc were good enough, and played. Bring in stats all you want. I want to see good football, if that means watching Vidic rather than Bramble then so f*ck*ng be it.This arguement really annoys me.
