there is a link between people of certain races being more open to, or having the family or business ties to be able to pursue a certain business. Or having the culture and work ethic with which promote such things.

I.e. Asian people with corner shops that will have been passed down from father to son

it depends on what you describe as a level playing field.

and by cultural (not social i mean) engineering im talking about the development of skills within a culture which in turn breeds further development. There's nothing racially superior about it.

everything happens over time, some people may have an advantage but that changes as other people get on board in other ways.
