i use 123 reg for my domains

does a job if your just running basic sites & dont need a dedicated server.

buy your domain name from somewhere like 123reg, I paid a fiver for mine...

...host the landing page on 000webhost. It's free. No ads and no problems.

Then use Google apps to manage your e-mail addressees, etc.

question

if a company designs something for you are they obliged to send you the original document on which they created it on?

When you write down your scope of service to them. You say I want x, y and z. If you want the original document and the IP rights to it/right to amend it. You ask for them and they give you a price for it. If you don't ask for it, then it's up in the air and they can refuse to give it to you or go to court at a later date if you edit it without their express permission.
