I've read up on it a bit and it layman's terms you use a browser called Tor and it allows you to access hidden parts of the internet. There's forums that sell anything. Online black market basically.

 

Had a look on there a few months back and was tempted to buy few ounces, but it's a real effort getting bitcoins and fuck getting anything like that posted to you.
