You can also use https://www.crypto-trade.com/ as an exchange and deposit money straight into there to buy/sell various other coins. BUT uses vendors that can take 1-2 days to verify the transfer.(Also has 1-5% fees) So the fastest way is the BTC-E it seems.
Uses "PerfectMoney" "OKPay" and "Payeer" so if you some cash in those you can buy some straight up I guess.

right now its $33, when I was looking to buy around 3pm it was $26. Last week it was $8 so who knows how far it will go, no one expected bitcoin to reach the heights it has so I guess you just gotta put in money you can afford to lose and see where it ends up going.
