I think he's eluding to the way that police regularly harass children that they think might be up to no good. Youths in hoods etc.

 

Someone posted a vid a while back of a youth club having a day out at an adventure playground in some park somewhere. The police, whilst patrolling through the park decide that they don't like the look of these kids, and proceed to search all of the kids, even though they are with a youth club leader.

 

Youth club leader takes issue with the searching, and points out to the pigs that one of the kids being searched was 12.

 

That's mental abuse.

 

That kid has now learnt that because of the way he looks, society is suspicious of him. It's a belief, trust and aspiration killer.
