This is the normal progression rate for most young players, especially inkury prone ones like Barkley, Januzaj Ox Wilshere Kovacic all going through the same thing.

Thats how its always been if you followed football even back then. In aby generation you get a core of special players who are ready from 17, otherwise most players even ones who end up world class don 't find conistency till their mid 20's, showing glimpses of talent before that like the likes of Barkley have.
And Barkley is a player who would stand out in any gemeration because he is aupremely gifted just hpw Gazza Ballack and players if his ilk stpod put before him.

Barkley is 21 and at Everton. He won't ever be good enough for any of the big teams to spend the type of money Everton would expect to make on him, and even if they did, literally every big team has or can get a vastly better player that would play in exactly the same position for a fraction of the cost. He simply wouldn't start at a bigger team.
Lets stop comparing these early stages of his career to the early stages of some of the players mentioned. Every one of the players mentioned so far at least had effect enough to have their teams in the top half of the table, even early in their careers.
Ross Barkley is a very ordinary fish in a very small pond.
