Wenger was the one that asked for Smalling which is why the deal broke down. Also we had a 3 year deal on the table and Vermaelen wanted one with the option of a 4th year which Barca are prepared to give him.

Edit - We offered a 3 year deal with the option of an extra year, Barca offered a 5 year deal.

What I've seen:

 

Vermaelen has been in contact with United since November. He's wanted to come ever since he knew there was interest and since it became clear that there'd be no rotation of Arsenal's centre back pairing. He's had his injuries but he also believes that he's not necessarily received the best treatment or that there's been the best approach to injury prevention at Arsenal (worth noting they've brought in a new fitness guru and head physio this summer). 

By April he was convinced he'd be coming - Wenger had given him his word that he wouldn't stand in his way and would let him leave this summer. He was adamant he'd be staying in England. His girlfriend is English, he's settled here, he's very close to van Persie and increasingly friendly with Fellaini and Januzaj.

Early summer and the only interest in him was coming from United. Despite his injury troubles and iffy performances, he's been a big asset to the Arsenal dressing room. The players really like him and respect him and he's been a strong figure for them. Given that United lost Evra, Ferdinand and Vidic, Wenger knew he's the kind of character that United need at the club and so, reluctant to help a team he views as a threat, he put his foot down and refused to sell him to a PL club.

This has rumbled on and fortunately for Wenger, Barcelona came in for him a couple of weeks back. Vermaelen has stalled on it as he wants Wenger to accept the various bids United have put in but to no avail. Seemingly the only way Wenger would let him leave to United is getting a player in return (supposedly Smalling or Jones), something Woodward and United cannot afford to let happen given how thin we are at the back anyway. So in this instance, that Woodward is unwilling to allow a defender to leave in order to sign Vermaelen seems relatively sensible. United matched Barcelona's bid for him - there's clearly a limit to how much they'd pay for him - but even so, Wenger's made his point pretty clear, that it's go abroad or go nowhere.
