Yes you can, the law has change so you'd get charged with having an offensive weapon even if not used.

That's only potentially if they have changed it over to another vessel like a sport cap bottle or something like that. If you are just rolling with some drain cleaner even if you have the clear intention to use it, as long as it's in its original bottle/container. You won't be done for anything.
