Them scams have been around for years..Alternatives - Nochex, Google checkout, Moneybookers, Old school methods...

if that is a scam it looks very legit to me. the address bar is https and theres a padlock in the toolbar with a correct certificate. i'd e-mail paypal back directly and forward the e-mail you got to see if it was them. i actually think this one is legit
