When they said "brother" they didn't mean literal brothers.Juggy and Xavier were not made brothers in the film to probably not further complicate and already random storyline. The only well known mutant magneto came into contact with during WW2 was wolverine but magneto was a little boy and wolverine was a soldier. Juggy and prof are not real brothers either.
