I think those who are in prison for drug addictions shouldn't be. There should be more rehab facilities.

Well, i wouldnt sure who would class it as actually dumb, but shotting bud, i really dont see how its right to lock people up for growing a natural plant in there yard when rapists and killers are jamming at home laughing about what their getting away with.

dumb crimes would be things like anything motor related tht doesnt involve theft, like no tax etc.

I agree with this.Prison = people still doing drugs and more often than not, harder drugs.
