This does mean they turn a small profit but it's seen as a gesture of good will from the bus companies to the bus drivers, and also means drivers have an incentive to ensure people are paying fares.

They have to provide their own change for their float and that's it. Then when they finish their shift they get the amount taken from the ticket machine on a little print out and go and cash it in in a machine in the garage.
