Administrative makes no sense because it is not how we decide where to enjoy ourselves in London. If I'm in Enfield and I want to enjoy the sites and sounds of The Pub on the Green in London Fields the train journey is 22 mins away. I don't go 'oh no its in administrative East London hence I can't set foot there.'
