Who would qualify? Black business people only or those selling "black" products? Would biracial (with black) qualify? Would a business like Reggae Reggae qualify? As its owned by Levi Roots but clearly has investment from Peter Jones and Richard Farleigh, who aren't black.
If it were I, I would start with land ownership. Its not the kind of thing we would likely benefit from in our lifetime but you can build from it from either using the resources of the land or actually building on the land or renting it.
Who would be the direct beneficiaries of the scheme?
Your children
and by what means would they inherit the benefit?
I'm pretty sure you're just playing devils advocate but I'll play along.
You own land so you can build business on said land. If you choose not to build business you still own land so you can rent out that land. Thats continuous funds to expand in the first, but if you do build a business or allow other black people to build businesses on the land what you get is a self sustaining economy.

Something like that, but as a repurposing of wasted wealth.
You can't have a community without a safe economy.
Education was tried in the 60s, it was shown not to make any difference as black people still didn't own anything, thats why I said economy.
You really think social facilities can help black people? More places to socialise instead of more ways to get ahead?

1. The state of a country or region in terms of the production and consumption of goods and services and the supply of money.
2. The careful management of available resources.
Ask yourself where black people on a whole post up in those definitions.
