The Dips (by no means the only ones) for example, use to regularly use others to reference tracks for him. They didn't use their lyrics nor intented too, just wanted to see where they would go with it... Then might dabble with bits of it or keep them on the track. Plus obviously some rappers just steal other peoples songs. Swear Rhymefest was meant to be on Jesus Walks moreso than Kanye needing him to write him a verse.
