Manchester City are preparing to flex their muscles in the transfer market after opening discussions to sign Eliaquim Mangala and Fernando from Porto.

Chelsea, Manchester United and Paris Saint-Germain are also interested in Mangala, the 22-year-old France defender, but City are regarded as favourites for his signature. A summer move remains most likely for Mangala, whom Porto valued at more than £30 million, but City officials are exploring the possibility of completing a deal before tomorrow’s transfer deadline.

Fernando, the 26-year-old Brazilian midfield player, is primarily seen as a target for next season because his contract expires in the summer. He has held talks with several clubs, but is understood to favour City. If a deal is agreed in the next 24 hours, it is possible that City could persuade Porto to release him for a fee before tomorrow.

City appear on course to comply with Uefa’s Financial Fair Play (FFP) rules after the one-off sale of two assets worth almost £50 million enabled the club to cut their losses by almost half despite a soaring wage bill.

City released their latest financial accounts yesterday, which showed that losses had fallen from £97.9 million to £51.6 million and that turnover had increased by almost £40 million, to £271 million, for 2012-13.

This was despite wages rising from £201.7 million to £233.1 million, a figure understood to have been swollen by a huge, undisclosed payoff to Roberto Mancini, who was sacked as manager in May last year. The surge in revenues was largely down to the sale of the club’s image rights to an external company — thought to be UK-based — for £24.5 million and a separate

£22.45 million sale of other “intellectual property” to the New York City FC and Melbourne Heart soccer franchises, and Manchester City Ladies FC.

“The structure is designed to ensure that each of these entities can draw upon the world-class football and commercial capabilities that exist within the City family,” Ferran Soriano, the City chief executive, said in the club’s annual report.

Uefa’s FFP rules will initially allow clubs to absorb aggregate losses of €45  million (about £37 million) for 2011-12 and 2012-13 — £112.5 million less than City’s combined losses for those two financial years.

On the surface, City’s hopes of complying with such criteria would appear to be a lost cause, with the club at risk of sanction from Uefa. Yet there are loopholes in the regulations for clubs making stringent efforts to comply.

Since City’s losses for 2012-13 were lower than the previous season, the club is allowed to write off the wages of any player signed before July 2010, which would include the likes of Carlos Tévez. In addition, any spending on youth development and community projects over the past two years’ accounts — about £40 million in City’s case — are also deductible for FFP purposes.

Fulham have lodged bids for Manchester United duo Ryan Tunnicliffe and Larnell Cole, Sky Sports understand.

 

Both players are held in high regard at Old Trafford, but they are also very well known by Fulham boss Rene Meulensteen from his time with United.

 

Now Fulham have now made a move for the midfield pair and hope to conclude deals for both players by Friday.

 

Tunnicliffe has just returned to United following an impressive loan spell at Championship side Ipswich Town.

 

The 21-year-old has made two league cup appearances for United, but has never featured for them in the Premier League.

 

Cole, like Tunnicliffe, has never featured for United in the league but the 20-year-old has played in the League Cup

Blaise Matuidi will snub interest from Arsenal and sign a contract extension with Paris Saint-Germain.

The Gunners made an enquiry for the midfielder on Wednesday as they attempt to strengthen their central midfield ahead of Friday's transfer deadline.
