Kompany has played well domestically, I am sure he has had a few big game though they dont come to mind, but the point is, Kompany regularly displays better defensive attributes than Luiz, whereas Luiz regularly does things like the above, but every so often will play well in a big game (this more often than not involves attacking play rather than defending though)

 

Again I say Kompany is overrated but Luiz is just an accident waiting to happen

You state Kompany is better than Luiz but when they are both on the same level and are accidents waiting to happen but the difference Luiz has turned up in big games

But don't have the evidence to back this up(find some gifs)

You can start with the one where he played everyone on side and got Demichelis sent off and cost City the game in 13/14 or the one when he gifted Suarez his first goal in 14/15 or the one against Liverpool which led to him being dropped
