Mkhit is much more suited to that role than Pogba though if it comes down to it. 

Like I dunno what Pogba has ever shown that makes Jose think he'll be well suited there. But it's not just the issue of him having to start, he has be doing some noteworthy every game. Otherwise people will be looking at the manager, questioning why he can't get the best out of him.
