Assuming that building standards are similar to aerospace manufacturing. They will need to comply with the drawing requirements. Any significant deviation they'll need to speak to the designers to, confirm if the alternative cladding can be used as an alternative. The drawings will have to change. If the design engineers say no, they cannot deviate, period!

so like, Im no builder or planner, but, can they just switch the panels like that? and if so how many deemed safe because they contracted to get safe ones done dont have the proper cladding?

What if in some blocks they used part fire proof part not fire proof. So when they test they might only end up testing the fire proof ones potentially
