Probably because usually the show always dips, 24 episodes is way too much time to fill reasonably well imo. Also it would cost a ton to do 24 episodes in London. 

 

The 24 gimmick worked well in season 1 not so well in other seasons. 12 episodes should mean each episode should be plotted a lot better, And the writers won't have to find ways to fill time.
