Was surprised, they had a problem with child abuse and made it legal to watch (but still very much illegal to produce, publish, distribute or own, you can just watch it) - statistical evidence has shown it's had a positive impact on their child abuse issues.
Argument is it gives people who are that way inclined an avenue to air their deviance and prevents them doing something worse on impulse.
